Why did I have a meeting with Chief Lum?  

Over the past several years, a few honest Kauai Police Officers have approached me and confided in me that they are working with many corrupted police officers and they don't trust many of them or their superiors either. 

They asked me to go to the Chief and offer my services which are very broad and technical. 

After Chief Freitas was no longer the Chief of Police and the new Chief, K.C. Lum was in place, I went forward.

Five days prior to my meeting with Chief Lum January 25, 2005, I had a 53 minute conversation with Honolulu FBI agent Jay Brown.  We discussed the problems with the County in terms of corruption at many levels.  After indicating to Agent Brown I had a meeting scheduled with Kauai Chief Police K.C. Lum, I asked him to please be available for problems that may occur as a result of my willingness to facilitate in solving the corruption on Kauai and in the Kauai Police Department. He has since been transferred.

QUOTING CHIEF LUM: 

"If a member of the public reports criminal conduct against a police officer or anybody else, I have the duty to look into the matter."

Why would he refuse to get involved when I handed him my notarized complaint against Office Gilbert V. Asuncion concerning the 1st arrest.

PINKERTON TO CHIEF LUM: Look and listen to the evidence on this site.  Would you please take an hour to read and review this information. The investigator was not able to ascertain the evidence in a timely fashion in order to submit the findings to the Police Commission for review.  The Kauai Police Commission reading of my complaint findings on April 28, 2006 was determined to be without merit, which was entirely  due to inconclusive findings.

Now that the facts are presented here on this site, would you agree with the Commissions' findings?

What did we discuss?

GPS tracking technologies capable of being integrated into their recently purchased Records Management System.  This would enable the Chief and Assistant Chiefs the ability to track any given officer at any given moment and when the officer used the radio and keyed the microphone, the RMS would log the GPS coordinates for the radio transmission.

Other GPS technologies were discussed such as those dealing the NEXTEL GPS enabled phones.  These are also capable of doubling as a time card system as the phone clocks in and out when the phone is turned on and off.

1st Complaint Filed:

I filed two complaints last year.  The first one November 22, 2005 at 3:43pm with Chief Lum.

He told me, "I don't want to get involved".

Had Chief Lum had the management experience and skills necessary to run the department, he could have effectively resolved this conflict before it escalated to the current status.

 

QUOTING CHIEF LUM "If a member of the public reports criminal conduct against a police officer or a member (of the public)I have no obligation but to investigate."

Why, then , all the media surrounding the Chief and the defunct police department? 

Is there any merit to my recent arrests and a correlation to the problems that persist in the Kauai Police Department?

 


CHIEF LUM REPORTS TO THE STATE SENATE PRESIDENT THAT THERE HAVE BEEN NO DISCIPLINARY ACTION FOR KAUAI POLICE OFFICERS IN THE YEAR 2005.

MANY FROM OTHER CITIZENS HAVE SUBMITTED FORMAL COMPLAINTS AGAINST POLICE OFFICERS TO THE KAUAI POLICE COMMISSION.
