Disclosing Officer Misconduct Is A Constitutional Duty
Reports from Hawaii police departments reveal just how many officers
were disciplined over the last year.
Kauai reports no discipline for any of
its officers for the year 2005.
Kauai was the only department to report
no incidents.

As a Computer and Network Analyst, I was approached and asked by the gunnery
sergeant to help retrieve data off a disk that was sent by a mainland police
department.
The Milpitas Police Department had sent a disc containing training manuals to
the gunnery Sergeant Carl Oliver. After several attempts with their own County
Information Technology Specialists, Sgt. Oliver approached me and indicated that
their support staff was unable to extract the information on the discs. After a
few minutes, I had transferred the data and put it on a CD-ROM.
Honest Kauai Police Officers came forward to me and asked me to help solve the
corruption problems by using the latest in policing and monitoring technologies.
I had met with the Police Chief in January of 2005 to help solve the corruption
problems by discussing the possibilities of implementing GPS modules that
interface with their Records Management System. Other technologies were
discussed also.
Many Kauai Police officers know that I had the meeting with Chief Lum and I am
sure the "good ones" were pleased that I was there. The "bad ones" however,
probably felt a little uncomfortable with my presence there, after all, many
Kauai police know I am a computer and network analyst as I have given many
pro-bono computer and technology consultations to Kauai police officers in the
past.
I have always had an "open door policy" with the brave men and women in blue".
Kauai police officers have come to me in the past and encouraged me to go
forward to the Chief of Police and offer my services in an attempt to solve the
corruption problems. Their names too, are withheld to protect their identity.
10 pounds of marijuana sent to Koloa Post Office and I surrender the person it
was addressed to. Could the "bad cops" fear they might be next? Incidentally, I
have installed Cisco routers for the United States Postal Service here on Kauai!
Kauai vice officers are being sued in court for storming into the wrong home
searching for the box. The person the package was addressed to was not present
when Kauai vice finally found the box, after they had stormed into another
house, injuring the innocent occupants, called me asking for advice. My advice
to Nathan Prather: Turn yourself in. With much hesitation he concluded I was
right and it was the right thing to do. I drove Nathan Prather to the Kauai
Police Department a few days later and delivered him to Damien Mendiola of the
vice division.
The Kauai News paper reports it differently, the story they wrote says that
Hibbitt sent the box to himself. Ok, then why did the Koloa Postmaster call
Nathan and asked him to come pick up the box?
When KPD Detectives are looking for someone in Koloa or surrounding areas that
they cannot locate or have had trouble tracking down, I am one of the few people
the Kauai Police have turned too to ask for help.

the National Center for Missing and Exploited Children Network at the County of
Kauai Prosecutors office in 2004.
